Consequent to the decision of the Government to separate the Judiciary from the Executive in the State, the Government of Arunachal Pradesh created District & Sessions Judge Divisions vide Notification No.Jud-44/2004 dated 16th March, 2006. Initially two such divisions viz., East Division and West Division have started functioning.

East Division:
      The East Division of the District & Sessions Judge Division is headquartered at Tezu, the district HQ of Lohit district.There are eight districts that come under the East Division jurisdiction. They are:
1) East Siang
2) Upper Siang
3) Upper Dibang Valley
4) Lower Dibang Valley
5) Anzaw
6) Lohit
7) Changlang
8) Tirap
     The station Sessions Judge is Mr Nani Grayu.Born on 04-06-1972, a permanent resident of Reru village, PO/PS-Ziro, Lower Subansiri district, Arunachal Pradesh. Passed BA with Hons. (Pol. Sc.) in the year 1994 from J.N College Pasighat under the erstwhile Arunachal University. Passed LLB in Feb, 1998 from Shilong Law College under NEHU.. Enrolled as an Advocate under the Bar Council of India with effect from 09-06-1998 and started practicing at Gauhati High Court at Guwahati. on the establishment of Gauhati High Court Itanagar Permanent Bench in the year 2000, he shifted to Itanagar and Practised both in the High Court as well as in the sub-ordinate courts, till he was appointed as a Grade I officer in the Arunachal Pradesh Judicial Service vide notification no. JUD-12/2010, dated 30-03-2010 and invested with the pioneers of District & Sessions Judge.

West Division:
      The West Division of the District & Sessions Judge is headquartered at Yupia, the district HQ of Papum Pare district.The West Division also covers eight districts under its jurisdiction. The names are:
1) Tawang
2) West Kameng
3) East Kameng
4) Papum Pare
5) Lower Subansiri
6) Upper Subansiri
7) Kurung Kumey
8) West Siang 

The present Session Judge at the East Division is Mr Budi Habung.Born on 06-04-1969, a permanent resident of Hong village, PO/PS-Ziro, Lower Subansiri district, Arunachal Pradesh. Passed MA (Pol. Sc) in 1993 from the erstwhile Arunachal University and LLB in October 1999 from NEHU, Shillong. Enrolled as an Advocate in May, 2003 under the Bar Council of India. Joined in Gauhati High Court Itanagar Bench Bar Association on 12th August 2000. Practised both in the High Court and the Sub-ordinate Courts. Selected and appointed as Grade I officer vide notification no. JUD-12/2010 in the Arunachal Pradesh Judicial Service and invested with the pioneers of District & Sessions Judge.
